[members-discuss] Input from Membership on RIPE NCC Charging Scheme Model

Nobody wants to drop a scarce resource like ipv4, even if they don't use  
it. They'd rather sell it and i believe this is the normal human behavior.
I believe we should focus on making all ripe members ipv6 ready (100%) and  
any discounts/costs should be based on ipv6 implementation rather than  
ipv4.
