I'm not sure it would be possible to vote on CC items separately
- I guess it would have to be different options (eg if ASN charge 
of nEUR then membership fee is xEUR, etc) to make the CC match the
Budget in all cases.
I wouldn't bet on the outcome either - I can think of a few LIRs
who'd want the PI charge to be zero too, let alone ASN charges...
