I suspect a lot of activities/resources will die off when the NCC stock of IPV4 addresses gets exhausted. RIPE won't be involved or will be needed to approve transfer/sales of IPV4 between LIR's. Most LIR's will have /32 of IPV6 so they won't need to talk to the LIR again unless in the unlikely event they issue a /48 or more to a customer... Please disagree if I'd got this wrong.
