My view of this is that we have been vaguely aware of this business but we 
have had no idea of who started it, the budget, the goals etc. When were 
the members asked?

I think measurement could be a good idea but absolutely not the way it has 
been going on during the last few years.

There has to be a clear connection to a working group, goals decided by 
the members, an obvious budget for each project etc. And I don't think it 
has to be the RIPE NCC perform all the measurements every time. There 
might be other solutions.
