That is not my question though, I would like to know whether end-user assigned PI space counts into the category classification. If so, how are situations handled where an end-user moves their PI space management to a different LIR during the billing year? - Is the original LIR entitled to a refund, provided it now falls into a lower category? - Does the "receiving" LIR owe a top-up fee if it now exceeds its "bundle" and moves to a higher category?
