We may be past "peak IPv4" (to borrow a term from the oil industry ;-) and it may have started its descent towards obsolescence, but it will remain in use for a long time to come. A lot of administrative work remains with IPv4 before we can say "over and done with", and for that reason IPv4 should be _PART_OF_ the basis for billing. As things evolve, it's quite possible that the IPv4 fraction of the basis will decrease, as, eventually, the "IPv12" (or whatever the next generation will be called) fraction increases, but IPv4 hasn't dropped dead yet.
