OK. Clarification. You? We? Well not me. And not you. If the EU institutions (Council and Parliament) agree on this (and I understand that this to be very likely) then the associated tasks will be delegated to the national regulators. So to rephrase: the EU institutions are proposing that the EU regulators plan to measure this. Various people have asked me what previous drafts of the regulation meant. OK I guess that that means the text was not clear. But I increasingly pointed them to BEREC (the Body of European Regulators for Electronic Communications) who, with the national regulators, will be responsible for implementing the regulation and therefore for interpreting it. So the “plan” is being made there. Much good reading can be found on the BEREC web-site. Anyway we had the presentations on “network neutrality“ in Amsterdam. And last week AFNIC hosted a meeting on measurements. Good meeting. A guy from the local regulator spoke. But so did Patrik and Daniel. Niall was also there. It could be interesting to hear what they think. I think though that this proposed regulation is potentially bad for the internet. I would love to hear arguments otherwise.
