COMMENT: "status: LIR-ALLOCATED"

Hello,

I'd back the proposal for the "status: LIR-ALLOCATED" attribute, with the
possibility to restrict the use of that status to the international LIRs
only (or allocations higher or equal to /16) - to avoid possible problems
and abuses from small LIRs - intentional or unintentional.
