Resent: Allocating a LIR an IP block per use

You could apply for PI (Provider Independant) address space.
But you would still need to fill out a RIPE-141 outlining how
you intend to use the address space. The other problem with PI
space, is that a lot of the backbones don't like routing it unless
you have a fairly large aggregate.
