To clarify: this is not "DENIC not responding to DNS queries (packets) from 6to4 addresses" but this is "DENIC refusing to delegate a new .de domain to nameservers that have (only) 6to4 connectivity". DENIC does DNS checks before delegating a zone.de, and their rules are numerous and amazing...
