Backend storage for an LIR IP mgmt system

In installing a few existing tools, we found DB setup to be the most 
time-consuming and error-prone part. So we want to provide an easy "DB-less" 
install for users who don't have their own and would be confused by a DB 
setup, but allow users with their own DBs to use them. We'll use Perl 
DBI/DBD to make this easier.
