Concerning your question, there has been a presentation at the IETF-62:

On Page 6 of this presentation, I have depicted the framework on high 
level. The Switch I/D proposes a framework including one simple example 
for the policy dependent part, enum.at proposes a more advanced solution 
for the policy dependent part.
