Thanks Sam. I think it would be helpful if you posted your  
clarification to the WG list. Further discussion probably belongs  
there rather than here. Since we are trying to get WG support for  
these TAR requirements, we may well have to explain a little bit more  
to the WG what the TF has produced. Your comments should help to move  
things along.

In short, I think/hope we all know what the TF has agreed but the WG  
overall might still be uncertain about that. :-)
