[dnssec-key-tf] final text for ICANN/IANA

Chaps, here is what I hope is the final version of the TF text. I've  
replaced the references to "registry" with "TAR" as we agreed  
following Peter's request. There are some minor cosmetic changes too:  
like spelling "flavour" correctly. :-) Please scream if there's  
anything in the text that you violently disagree with. My intention  
is to send this to the WG list on Friday saying this is the consensus  
view of the TF and to ask the WG to endorse the statement to ICANN.
