We're planning on establishing a DS Key registry for Top Level Domains only. This registry will accept DS registrations from TLD managers according to the same processes as are currently used for NS records, only the DoC will not have to approve the registrations prior to their entry in the registry. This registry will be available via https while it is active, and it will have an end-of-life setpoint of 90 days after the introduction of DS records into a signed authoritative root zone. The goal is to have this registry be established by the end of April. Let me know if you see difficulties in how we've defined the registry or the planned implementation.
