I am currently sitting 5 feet from David Conrad and had a short chat
with him about this area.  He ipointed me to a URL of an provisional
demonstration service that to me looks very much like what we are
discussing here.

So to me it looks like our discussion is being overtaken by events
which are a Good Thing(TM). But maybe I am missing something 
that is somehow deficient in the service IANA provides. 

Note well: many things we build on today started as provisional
demonstrations and some have not moved from this stage in 20 years ;-).

Only if what IANA is doing is deficient. We can of course have RIPE 
say something like "Should IANA discontinue the service before the root is signed
we want the RIPE NCC to take it over asap.?" 

Of course we should provide input to the IANA on how to improve the service
if we have significant input.
