In the ietf namedrop archive is an announcement (http://ops.ietf.org/lists/namedroppers/namedroppers.2005/msg00807.html) which leads to Pauls paper: http://ietcom.oxfordjournals.org/cgi/content/abstract/E88-B/4/1326 and mentions the early version of Weiler's paper (S. Weiler, "Deploying DNSSEC Without a Signed Root", Technical report 1999-19, Information Networking Institute, Carnegie Mellon University, April 2004.).
