In many cases, there is one and only one DSL provider for a given address -- the old telephone monopoly continues to have a stranglehold here. In cases where multiple DSL providers are available (or where cablemodem is an option), the monopoly provider is usually more flexible for that customer, whereas they tend to take a much more cavalier attitude towards those who have no other option.
