[diversity] Outreach to local communities for RIPE 76

Hi,

in addition to this, we could reach out to the participants of the
training course(s) that we've held in Marseilles, since we do have a
prior relationship with them, and ask them for help / invite them to the
meeting...

I am adding Olivia & Rumy to see what other ideas they have about this.
