[diversity] Outreach to local communities for RIPE 76

Hi,

I did talk about local contact already at BalCCon with Nenad , who lives
& works in Marseilles. He has many contacts with the local technical
community (and the global hackers community :) , and he is willing to
help us with the advice on making RIPE 76 even better!

I've put him in touch with Amanda (about child care) and Martina (on
other logistics), and now I am cc-ing him on this message.

Nenad, can you please comment on some of the questions below?
