From this point of view, an "active" chair is good, and to be welcomed. What isn't ok is when a chair decides to take a specific point of view and actively engages on an issue, on one side or another. This isn't a "one or two vocal members" thing either. There is extensive and long standing good practice documented in relation to what duties and responsibilities a chair has, and unanimously, this good practice mandates neutrality on the part of the chair.
