The reason behind this is that email is the de facto standard for internet communication, especially between organizations. I am not sure what kind of ISP/other network org doesn't do email at all. There are also benefits from requiring everyone to support it as then it will always be an option. Email is also required for abuse contacts, so as long as that's not changing, they will need to have some kind of email thing setup anyways.
