I think this depends on the context that you want to *use* said org object. If you put it in as a standalone and unreferenced database object, I think no vetting takes place. If you want to tie resources to it that are maintained by the NCC (allocations [PA] or end user assignments [PI]) this needs to go through a NCC ticket, and they want to see paperwork. If you want to tie resources to it that are maintained by yourself (I have this customer, they have received a /27 out of my /22 PA, and, because I can, I want to put in an org object for them), they are not vetted, but by putting false data into the DB for your customer assignments you are violating your LIR contract - so that would be a good way to get a LIR into trouble should the NCC be made aware.
