in the ripe address space, a lot of resource holders have not aggregated
route: objects, though we have asked many times.  the ncc should
aggregate them.  "let the resource holders do it" is clearly not a
viable solution.

the IRR is a service run FOR the resource holders, not AT the resource
holders.
