The historical data is available for query now in RIPE. The ARIN service WhoWas requires a formal request and is not a realtime or programatic method to access the data. The specific issue here is retaining the current historical versioning available in a case where a block is subdivided and the original block no longer exists and making sure associated objects also get cleaned up.
