That is correct. An abuse point-of-contact (POC) in the ARIN
registration system is optional. It may be associated to resources,
both network and AS number registrations, through the Organization
that holds the resource, as in the example above. It may also be
associated to resources directly. See, e.g.,

  $ whois -h whois.arin.net NET-130-23-0-0-1

  OrgName:    Hewlett-Packard Company
  [...]

  NetRange:   130.23.0.0 - 130.23.255.255
  [...]

  AbuseHandle: NAR-ARIN
  AbuseName:   Network Abuse Response
  AbusePhone:  +1-408-773-6727
  AbuseEmail:  abuse at hp.com

There have been some policy proposals to make it mandatory, but
AFAIK, those have not become full fledged policies.

instructions for the POC template on our website:

Information on how to indicate that a particular POC performs the
abuse function for an Organization or a resource can be found on the
templates that create or modify those entities.
