I guess there is, especially if the last element is 0 (e.g. 194.152.133.0,
which probably can be confused with 194.152.133.0/24).

It cannot be ambiguous, however, if the last element of the dotted quad is an
odd number.

I would prefer this latter (i.e. requiring the /32).
