I should have been notified Aug 15 about AS378.  I wasn't.  So I checked
another Israeli "early" ASN.  AS1680 also didn't get any notification
email.  ARIN can say they are notifying those listed in their whois, but I
can only assume they have a bug in their software and proper email
notifications are *not* going out to all early ASNs.
