[coc-tf] Proposed agenda items for a planning meeting

Dear TF,

As discussed earlier today, please review the draft structure and
share issues we should discuss to more effectively plan our work for
Documents 2 and 3.

I have removed Document 1's text from this structure now that we have
agreed to publish it as a draft.

Please consider any dependencies between the documents and the impact
of the level of detail in the scope of work for a CoC Team.
