[coc-tf] Draft agenda for upcoming meeting

Dear TF,

I have drafted an agenda for our meeting on Thursday.

I have struck through the agenda item to review minutes of the last meeting
as I asked Antony to prioritize getting a draft ready for the Code of
Conduct, which we can amenda or decide to publish as-is.

The other key items on this agenda is to start thinking about how we want
to work on Documents 2 and 3.

Improvements to the draft agenda are welcome.
