[coc-tf] Draft announcement including proposal on report handling goal

Hi Leo,

Many thanks for sharing the announcement text. It's good and I have no
further comments apart from some tiny nits:

In the first sentence you could link to the TF webpage. And you could
add RIPE in front of Diversity TF.

And I agree that one month for feedback should be sufficient.
