[coc-tf] Draft announcement including proposal on report handling goal

Dear TF,

At our last meeting we agreed to discuss whether to move the report
handling goal from the CoC document into the Process document, as the
CoC document now only describes scope and behaviour.

To make the discussion as efficient as possible, I have included a
statement that we have removed that goal in a draft announcement to
the community:

I'd be grateful for feedback on whether we should keep it, or not. I'd
also welcome improvements for this draft announcement.
