I thought at first that Telia were going to identify addresses outside
their network and block them to protect their own customers. Perhaps
not; they may only be withdrawing service from their own customers
until those customers have cleaned their computers.

They seem to be depending on MAPS for the other kind of blocking.

Good point in the Register, that it's a bit hard to update Windows or
AV when your ISP won't let you connect to the Internet.
