I'm not sure what "EU" is supposed to mean on that graph, but between
84% and 94% of IPv4 allocations are in the EU. At least 72% of IPv6 is.
You don't give a total number of LIRs, but over 1800 of them are in the EU.
I think EU law is quite relevant to RIPE.
