[anti-abuse-wg] Abuse Report ignored. What to do as next?

Well, it worked in other 2 regions, and one more AFRINIC also accepted it, just waiting for the (hopefully) re-constituted board ratification.

Is not magic, is ensuring that the NCC has the tools, dictated by a policy, to act against those not fulfilling their obligations.
