NETWORK providers provide routing - to companies, people and even
countries 

When you complain to a network provider about EMAIL - the network
provider does not operate web servers or email servers...

The NETWORK provider needs to forward your complaint - to the service
provider.

You, in your childish innocence (ignorance) wants to complain to a
network provider and you refuse that the network provider sends your
complaint to the service provider.
