I find your post as well as your web links just wrong. You want a person contact so that you can harass and identify an
individual to attack and argue ad naseum with? 

because you have a right to demand something?

If you want to complain about email spam to NETWORK resource supplier
companies you have to supply all the headers in order for your
complaint to be investigated. Hetzner is one of the few resource
suppliers that also actually keep tack of the amount and value of
supplied abuse reports. Hetzner is one of the few companies that do
actually manage abuse and does so very well. And imnsho Hetzner is one
of the most ethical companies in the EU

When you supply information of email abuse to Hetner, it is not the
same as the Google spammer, the Facebook spammer, the Twitter spammer
or any of the top USA abusers.

Hetzner does not operate email servers, they supply routing, and in
some cases to nation state governments.

When you complain of email abuse, you have to agree that your report is
sent to the actual operator of the service offered on the resource you
are complaining about. As this will allow the actual resource
user/operator to investigate the abuse.

now the top 10 Internet companies (All US companies) are the worst
email abusers of all Internet users anywhere on the planet. Google and
Microsoft mixes so much legit comms with spam and they are so non
responsive to abuse complaints - whereas they do have access to email
logs and can actually take faster, better and preventative actions.
