Newcomers are welcome. It's that simple. If newcomers do not feel welcome then it is up to the Co-Chairs and all members of the WG to improve that. I know that saying something doesn't automatically make it so, and I know how intimidating some mail threads can be, but remember to make everyone welcome and to treat their words with good intent.
