This is pointless sophistry. Nobody *forces* you to eat either
but, if you want to survive, you need food and if you want to
participate in the internet, you need internet resources. So ,in
this context, "mandatory" is close enough.

See above, there are no details of this cooperation. As for
Europol, AIUI their brief is about to change and much more
towards an intel sharing function.
