"What is normal for the spider, is chaos for the fly ... " - quote And certain cultural induced morals might be different, than in other places in the region ... which would also explain why certain type of abuse / crime is more prominent or originating from certain locations than others.. I'm not saying or implying that we as a community should 'allow' everything, but more that we look at how to protect ourselves against the issues and see if there is a way to learn in that from each other. Especially if we are looking at how to deal with issues that would violate the non sanctioned use of a resource.. The non sanctioned use of a resource might be a flexible definition.
