The NCC Impact Statement is actually a formal part of the policy development process nowadays. It details how the proposed policy change affects the various departments, the manpower requirements, how much it'll cost, whether there are any legal problems with it, etc. I've not seen it happen but I'm sure there is a theoretical possibility that they'll say "Can't be done" but they'll also detail why and then the policy can be changed accordingly. >Are there any countries within the RIPE region that would allow >one of their citizens to register to vote if that citizen gave >his mailing address as "99999 Pluto Way, Mars, Milky Way" ? If No idea, all I can say is that in Ireland you will give them your correct address and they'll still scratch you off the register because of "wrong address".
