I also don't support this proposal because filling (maybe also a
different form for each ISP) webforms correctly is a tedious work and
only transfers parts of the workload from abuse desk to the reporter.
But the reporter is not responsible for the abuse; responsibility lies
with the ISP so the workload must be done there.
