The best way to do it would likely be for a member of the WG to talk to 
the the chairs with some suggestions and we can discuss it from there. 
But ultimately the WG endorses the charter, so if the WG wants a change, 
then a change they shall have.

That's an extremely simple description of a very complex position. It 
has generally been the position that those who abuse the network should 
not do so and things should be put in place to make it possible for 
resources to be reclaimed, where necessary and appropriate.
