 From the point of view of the PDP 2011-06 is still in version 1.0, so 
section b) of the Rationale may or may not be changed in any new 
versions. (Yes, I'm being ambiguous here, because I'm not the proposer, 
but I want to make it clear that no changes have been made to the 
document since it was put to the WG in November.)
