This is true, but imagine the reporting function be handled automatically by machines and the counter-measures enforced near real-time by interested and cooperatings ISPs (again using automation). This might make the situation a bit better than today. Also parties that don't care or cooperate can be more easily identified. I think we should not leave the situation as-is.
