I think you have it completely backwards. Every single question you ask 
here should apply to all address held. If there is a rationale for any 
of the RIPE policies, then that rationale should apply uniformly.

Holding an Internet number resource means cooperating with other holders 
of Internet number resources. The RIR system in general and the RIPE 
policies in our region describe the ground rules for this cooperation. 
Just because you started peering before things got organized doesn't 
mean that you shouldn't have to follow the same set of rules that modern 
networks operate under.

I thought it was a mistake to treat legacy space differently when I 
first I learned about it 22 years ago, and I still think that it is a 
mistake.
