[address-policy-wg] 2018-03 Last Call for Comments (Fixing Outdated Information in the IPv4 Policy)

May we do it for 2015-01? For example it would help to switch to IPv6, but
the NCC wants to earn money and don't think about the community. :)

(Technically, it could still run through an appeals process, though the
question is "what for?" since nobody had any objections)
