If your government is making your work impossible there is little the rest of the world can do about it. The world is out of free IPv4 space. The space that is reserved is for new entrants that need a tiny bit to connect to the old IPv4-only world. The days of running networks on only IPv4 are over. Everybody needs more addresses, and IPv6 is the only protocol that can provide them, so everybody needs to move. Including your government. I am sorry.
