This is not totally clear in the label: the decision is made jointly by
proposer and WG chair(s).  The proposer cannot say "oh, go ahead!" when
the chairs do not see consensus.  (The proposer *can* say "withdraw!"
without chair approval, though :) ).

(You know that from your own proposals, anyway)
