I think this is where the point about having a mutual understanding is
important:

- what the proposition changes and does not change
- what the opposing arguments are, to which points of the proposition

… because, as someone aptly noted earlier, the number of ayes and nays do
not necessarily reflect the opinions of a majority or minority of the
members.

It seems to me that we are just about there, now, and that any unclear
statements, suggestions and criticisms can probably be considered "neutral".

Then again, this is merely my personal opinion. :)
